作为一个疫苗致残儿童的父母，我们这是第一次给你们写信，也不得不公开，因为我们真的不知道怎样才能见到你们，向你们陈情我们的遭遇，也无从得知您的地址联系电话，所以我只能以这样的方式，向您们发出疫苗受害者的呼求，希望你们真正作为人民的代表，作为社会的精英翘楚，能真正关心一下民间的疾苦，特别是关系到我们的下一代，对于疫苗致害的真相，对于疫苗致害儿童的不幸遭遇及他们家庭的苦难，不能熟视无睹，不能坐以待毙。
为人父母，我们的孩子都需要接种疫苗，疫苗不是百分百的安全，虽然疫苗致害的比率非常低，但是对于不幸的疫苗致害儿童及其家庭来讲都是百分百的灾难，有人说疫苗致害就是“恶魔抽签”，谁也不知道接种疫苗后谁会是那个倒霉蛋。对于国家的免疫计划无疑是对整个社会的公共卫生安全起到了积极的作用，但是不是这样可以牺牲少数因为接种疫苗而致残致死的孩子的基本权利和他们家庭为此付出的代价？在一个文明国家，国家或政府不仅要保护大多数人的利益，但是也要照顾到少数人的利益，今天你是大多数，明天可能你就是少数。如果少数人的利益得不到保障，大家都不会有安全。
自武汉发生新冠肺炎疫情爆发以来，已经四个多月了过去了，疫情仍在蔓延，尽管各国在防控疫情上取得了积极的进展，中国也基本控制了疫情，但是针对这种新冠肺炎病毒，仍然没有一个有效的药物或疫苗能杀灭。让人欣喜的是，我们也看到世界各地的医务人员都在辛勤工作，一些疫苗已经进入临床阶段，相信不久的未来，就像2003年抗击非典，人类也一样可以战胜新冠肺炎疫情。
因为突发疫情，我和孩子们都一直禁足自我隔离在家，从一月份到现在，家乡河南辉县的疫情现在已经没有那么可怕，社会景象基本恢复如常，去一些政府部门办事还要求戴口罩测体温，常去的超市已经不强制带口罩，甚至也不测体温了。儿子六岁，幼儿园马上开学了，他非常高兴。可是四岁的女儿原本到了上幼儿园的年纪，由于2018年接种疫苗后患病致残，到5月19日已经两年了，可爱的女儿依然不能正常走路，双臂双手不正常，不能抓握东西，大小便困难异于常人。
由于河南省新乡市辉县市政府卫生疾控调查诊断造假不作为，致使女儿的健康权得不到保障，对女儿李琪的救助杯水车薪，不能及时到位，女儿的康复治疗不能正常进行，一再耽误，作为父母我们心急如焚，我们向国家地方卫生相关部门正常反映问题，始终得不到应有的重视，反而被打成“重点维稳人员”，妻子何方美更是被当地政府公安部门以“寻衅滋事”罪先行政拘留，后刑事拘留逮捕关押10个月，今年1月10日，检察院撤诉何方美才无罪释放。我们向公安局递交材料控告辉县卫计委工作人员和政府保安伪证罪，至今没有给一个正式的说法。
在全国各地，疫苗受害者的大部分遭遇跟我们类似，疫苗致残的儿童合法权益得不到公正对待，家长维权被抓捕判刑，绝对数不多，但是据有关媒体报道，每年全国也要有一千个左右的儿童因接种疫苗出现不良反应，而很多人不知道，疫苗致害的后果都是每个孩子和家庭难以承受的重大疾病，不是致残就是致死，我们接触认识的疫苗致害儿童，有的是脑残（智力发育迟缓，多动症，自闭症，癫痫等），有的是四肢残，有的孩子成了植物人，病症林林总总，什么样的都有，大都是神经系统受到了伤害，也有白血病，也有皮肤无菌溃烂，等等，都是不常见的病，而疫苗致害的后果不是每个家庭都能承受得了的，大多数家庭为了救孩子倾家荡产，为了孩子常年维权，无法过上正常人的正常生活。
这次武汉新冠肺炎疫情，让我们又一次关注疫苗，对于我们这些疫苗致害儿童父母来说，我们又爱又怕，五味杂陈，疫苗可以治病，也能致病。
疫苗本身也是一种病毒，有潜在的危害，而在制造疫苗的过程中，它含有硫柳汞，铝，甲醛等佐剂，这些对人体也有潜在的危害，有关部门有意无意地隐瞒，致使很多家长不了解，耽误了给孩子治疗的最佳时间，而更为要命的是一些接种疫苗的医务工作者也不知道疫苗的潜在危害，或者知之甚少，而我国卫生部门发布的有关规定，竟然禁止医生看病时，告诉因疫苗致害的儿童的病可能是由疫苗造成的。中国的疫苗致害问题近十年来不断被曝光，可是因疫苗致害的悲剧一再重演，因此让疫苗接种者了解疫苗的潜在危害，非常必要，并在此呼吁国家把1月10日设立为“疫苗受害儿童关怀日”。
对于疫苗受害儿童合法权利保护的困境，除了上述对疫苗危害认识研究不足的原因外，很重要的是，我国的政策立法有待完善，我们也希望各位代表能够注意到，去年通过实施的《疫苗管理法》虽然有诸多亮点，但是对疫苗受害者的保护仍然没有什么新意，对疫苗受害儿童家长提交给全国人大常委会的《全国疫苗受害家长联名致全国人大<疫苗管理法>建议书》并没有引起国家的重视。
籍此机会，作为疫苗受害儿童家长，再次向各位代表陈情，表达我们的关切，并在此呼吁：
1，国家加大疫苗致害研究，设立独立的疫苗损害诊断鉴定机构，取消疾控中心单独为疫苗受害者在户籍所在地进行疫苗异常反应调查诊断与医学会鉴定。避免疫苗接种的当事一方卫生部门既是运动员也做裁判员。取消偶合症推卸责任之说，建议把偶合症列为国家疫苗致害补偿范围!
2，国家设立疫苗接种风险损害补偿基金；只要怀疑伤害与接种疫苗有关的受害者都可以申请疫苗伤害救济；
3，尽快制定《疫苗伤害法》，设立疫苗法院。如果卫生部门不能证明疫苗受害者和疫苗没有关系，就应当承担赔偿责任。一般而言，儿童接种疫苗后，只要不是明显的意外或其他疾病导致受种者损害，都应推定为疫苗导致。对于疫苗受害者要前期救治，后期保障。
4，接种疫苗应自愿选择而非强制，接种疫苗前要告知接种者可能出现的危害，以及出现疫苗异常反应后如何获得医疗救助及经济救济等情况。
5，设立疫苗不良反应报告系统，并即时公开供公众查阅有关信息。
6，由疾控中心对疫苗受害者进行登记，并举证疫苗的来源、冷链运输、接种等相关信息。
7、建立疫苗从生产到使用全程透明的监管措施，对接触此批疫苗的相关责任人信息公开，比如工作人员及生产流水作业，冷藏运输记录，出厂到入接种点记录，接种医生信息公开，再到受种者每针批次公开。申请疫苗上市许可，应当公开提供疫苗“安全性”毒理 学动物试验报告、“临床试验报告”、“安全性、有效性、可靠性”评估报告等充分、可靠的研究数据和资料。
8、至于质量问题、医疗事故还是概率事件，政府负责相关追责和处罚，并禁止生产厂家继续经营的同时，不影响受害者先行获得医疗救治，以及其他相关补偿。
9、基于现行疫苗法律法规，不足以弥补疫苗致害儿童健康受到的损害，应当允许疫苗受害者获得国家补偿之外，也可以继续向疫苗生产企业追责，要求其承担无限连带责任。
